Frank L. Perry has spent most of his professional life uncovering and exposing corruption, teaching others how to conduct themselves ethically in the public arena and working to increase government transparency. His experience includes 22 years with the FBI, where he served as a Special Agent and Senior Manager, one year with the North Carolina Ethics Commission and 16 months as the Director of Investigations at the North Carolina Office of the State Auditor.
During his tenure with the Office of the State Auditor, Perry managed the auditor's fraud, waste and abuse hotline. His team reviewed tips, evaluated their credibility, investigated those which were deemed credible and published the results. Under Perry's leadership the number of cases handled by the investigative team doubled, while the resolution time was cut in half during his first year on the job.
While with the FBI, Perry investigated and supervised investigations of white collar crime, public corruption, internal affairs matters and other sensitive investigations, including three years of undercover national security work.
Additionally, he researched and documented alarming increases in the frequency and egregiousness of ethical lapses by some FBI personnel and presented the information to the FBI Director. Perry proposed that 'best practices' research be conducted and reached out to numerous agencies worldwide to determine which ethics and compliance programs work and which ones proved ineffective. He subsequently drafted the entire proposal for the Office of Law Enforcement Ethics.
Perry was appointed by the Director of the FBI to research, staff, and implement the first Department of Justice (DOJ) Professional Ethics Program for the FBI. He tailored a Mission and Core Values Statement, which former Director Louis Freeh personally signed into policy in 1995. Perry also wrote the curriculum for new Special Agents, emphasizing the need to frame all training policy and performance standards around this curriculum. He implemented compliance / policy / training guidelines and curriculum for all 56 FBI field divisions. The program proved successful, as FBI Internal Affairs opened 30% fewer cases the first year after implementation.
While serving as Director of Education / Investigations Consultant with the N.C. Ethics Commission, Perry developed and implemented curriculum and investigative guidelines pursuant to the complex and recently enacted State Ethics Act and Lobbying Reform (GS138A and 120C). He educated and certified over 11,000 public servants, judicial officers (including the North Carolina Supreme Court) and members of the General Assembly covered by the Ethics Reform / Accountability legislation.
Perry has delivered speeches and authored papers on numerous topics related to ethics, internal affairs, and law enforcement/public corruption. He has spoken to groups, conducted training and served on panels throughout the United States and in countries on five continents. Perry has actively participated in training local, state, Federal, and foreign law enforcement officers and executives at FBI Academies in Quantico, Virginia, and Budapest, Hungary. Additionally, he has taught courses on ethics, law and philosophy at N.C. State University, Grambling State University and the University of Miami.
Frank Perry graduated from Wake Forest University in 1974 with a double major in German and Psychology. He earned both a Masters' degree (1978) and Ph.D. (1980) in Ethics and Political Philosophy from the University of Miami.
